Gamblers most commonly gamble for excitement and entertainment, to socialize with friends and family, and to win money. When asked about the availability, benefits, and harms of gambling in their community, around half of them said that gambling in their community is ok, while about one-fifth said that it is too widely available. 36% said that they are unsure about how to feel about the benefits or harms of gambling in their community, and one-third believe that it is more harmful than beneficial. The large majority of 85% believe that gambling addicts should seek help, while 80% say that government spending is at least “somewhat important” on educating citizens about the risks of gambling.
Is Online Gambling in Minnesota Legal?
No, online gambling is not legal in Minnesota. At least, local online gambling platforms are not allowed, and while international ones are, they and their services are not considered legal, even though they are still available.

History of Gambling in Minnesota
Back in 1945, Minnesota started allowing limited gambling for charitable purposes, with no other type of gambling allowed. This lasted until 1982 when the state legislature proposed a constitutional amendment to allow pari-mutuel betting within the state. Voters approved it in 1983, and so horse racing became a legalized activity, alongside horse betting.
A few years later, in 1989, the state legislature also created a state lottery, which operated under the control of a director appointed by the governor. Then, in 1999, Canterbury Park received legislative authority to start operating a card club at the racetrack.
Meanwhile, tribal casinos in the state existed on their own, operating under a combination of the tribal ordinance, state law, and tribal-state compacts. This has been the case since 1988, when the US Congress passed the Indian Gaming Regulatory Act, codifying gambling on Indian land.
Minnesota continued to debate the state of betting and gambling in the early 2000s, as well, when the debate led to whether or not sports betting should be legalized. Fantasy sports betting particularly started growing in popularity around this time, and it had already become legalized in some states, while others had outlawed it at the time.
It wasn’t before 2016 that Minnesota saw a bill that proposed the legalization of fantasy sports betting, and while the bill was discussed and even passed the House — it was shot down by the Senate. In 2019, a battle for the legalization of sports betting and online sports betting started, but to this day, tribal representatives have been opposing any bill that was filed, and it remains to be seen whether or not the legislators can reach an agreement with the local tribal casino owners.
